Lake Park Villas: Understanding Dock Access in Tonka Bay

Villa great room with oak floors, linen sofa, soapstone fireplace, and glass doors opening onto a small lawn.

Buffington Lane is not a street where things usually change. Tonka Bay is just under one square mile, wedged onto the peninsula between the upper and lower halves of Lake Minnetonka, and more than half of its homes already sit directly on the water. There has been nowhere left to build for a long time. So when eleven new twin homes went up on Buffington Lane under the name Lake Park Villas, the fact of new construction mattered more than the homes themselves. A builder found room in a city that had run out of it.

The villas are a design-build collaboration between architect Jeff Ziebarth and builder ADOR Bespoke Homes, three bedrooms and three bathrooms, 2,988 finished square feet, all main-level living, priced through 2026 in the range of roughly $1.15 million to $1.275 million. The community actually straddles the Tonka Bay and Shorewood line, and the marketing leans hard on what's nearby: minutes to downtown Excelsior, direct access to the Lake Minnetonka Regional Trail system, an HOA that handles exterior maintenance for owners who split their year elsewhere. The listings do not identify shoreline frontage, a dock, or a beach. Waterfront listings in the city often lead with exact feet of shoreline.

The lot the shoreline couldn't touch

Tonka Bay's own city planning conversations have settled on redevelopment as close to the only remaining path to new housing supply, because the waterfront itself is spoken for. That framing explains exactly where Lake Park Villas sits. It isn't a lakefront teardown rebuilt bigger. It's a parcel set back from the water, the one category of land in Tonka Bay that a builder can still assemble without displacing an existing shoreline owner.

That distinction sorts the city's current inventory into three fairly different products, and the price tags track the difference in what's actually being sold.

Tier What roughly $1.15M–$1.275M buys What the trailing 12-month median near $1.8M typically includes What premier lakefront, approaching $6M, includes
Product Lake Park Villas twin home, 2,988 sq ft, main-level living Standard resale, often on or near the water Large-lot waterfront estate
Maintenance HOA-managed exterior, attractive for part-time owners Owner-maintained Owner-maintained, often with boathouse or slip infrastructure

The villas are the only tier where the marketing copy never touts frontage, because there isn't any to tout. That's not a flaw in the product. It's the reason the product exists at all.

How dock waitlists work around Lake Minnetonka

Tonka Bay's own municipal dock page states plainly that all municipal docks are currently rented, and that anyone who wants one has to get on a waiting list. The city's dock policy lays out exactly how that list moves. Current renters get first right of refusal every year, with renewal notices going out by January 15. New applicants only hear from the city as slips become available, and once offered a spot, they have five days to accept before it's forfeited. Turn down one of the first three slips offered and you don't lose your place outright, you drop to a secondary list ranked by whoever applied earliest. Every rule in the ordinance points the same direction: existing holders renew first, so an actual opening depends on someone else giving theirs up.

Tonka Bay Marina, built on the site of the historic 19th-century Tonka Bay Hotel, isn't a workaround either. The marina's own site tells prospective renters that slips tend to sell out most seasons and to expect a waitlist there too. Dry stack storage is available for boats under 24 feet, which solves storage but not the dock-side lifestyle the villa marketing is selling.

This isn't unique to Tonka Bay. Lake Minnetonka's fourteen surrounding cities, including Excelsior, Shorewood, Deephaven, Wayzata, and Tonka Bay, share governance of the lake itself through the Lake Minnetonka Conservation District, created by state legislation in 1967. Next door in Excelsior, the city's own residential moorings page is direct about supply: roughly five spaces typically open on the resident dock waitlist each year. Dock availability is limited by the waitlists and renewal rules described here.

What a villa buyer gets—and what the listings say

None of this makes Lake Park Villas a bad purchase. It clarifies what the purchase is. A buyer choosing a villa is choosing main-level living, an HOA that handles the exterior, and a short walk or bike ride into downtown Excelsior's shops and restaurants, all without taking on a full waterfront maintenance load or price tag. The listings do not say whether a dock is included, so buyers can review the city's and marina's waitlist information before deciding.

Compare that to a legacy waterfront resale where the listing itself calls out a dock slip as the standout feature, the way one recent Tonka Bay listing for a home called Willow Woods did.

For someone comparing a $1.2 million villa against a similarly priced older home a few blocks off the water, the decision isn't just square footage versus lot size. It's also worth comparing what each listing says about shoreline and dock details.

A few questions worth settling before you write an offer

Do the Lake Park Villas listings identify a boat slip? No. The villas' own listings don't mention shoreline or dock rights, and nothing in the city's dock policy treats new construction differently from any other non-riparian buyer.

Can a new Tonka Bay resident apply for a municipal dock slip right away? Yes, but the city only contacts new applicants as slips become available, and current renters are guaranteed first right of refusal each year under the existing policy.

Is Excelsior's waitlist a faster alternative? Not meaningfully. Excelsior's own residential moorings page describes only about five openings a year on its resident list, which is a similar trickle to what Tonka Bay's renewal-first structure produces.

If you're weighing a Lake Park Villa against an older Tonka Bay lakefront property, or trying to figure out realistically where you'd land on the dock waitlist before you commit to either one, The Holmers Group can walk through both sides of that math with you before you write an offer.
